The invited supplier refusing to quote the price without adequate reason for over 2 times will be removed from our suppliers list in that financial year. If a supplier intends to offer quotation to LECM in future, he has to re-apply at the time when LECM invites for application by advertising in the newspaper.
Tender Requirement on Site Investigation and Geotechnical Test and Static Loading Test for Pile Foundation for 2018 to 2019
For the demand of start of works on the field of Site Investigation, Ground Monitoring and Static Loading Test of Pile Foundation, Civil Engineering Laboratory of Macau (LECM) would like to invite the experienced and competent subcontractor which is registered in Macau. Detail requirement of tendering is shown as following:
1. Tendering procedure
1.1 1st stage qualification review
For the invitation of being our sub-contractor, which is experienced and qualified entity registered in Macao in the aspect of site investigation, in-situ test and static loading test of pile foundation, qualification and financial review for tenderers is required in the 1st stage qualification review. The following qualification review documents shall be provided:
A. Application Form
From now on to 2017-December-21, the application form can be downloaded on www.lecm.org.mo or be acquired on the reception.
B. List of equipment
The list of equipment of tenderer shall be consisted of the information of the equipment such as brand, type, technical specification and catalogue of equipment and the quantity of equipment owned. All the equipment used for Site Investigation, Geotechnical Test, Ground Monitoring and Static Loading Test of Pile Foundation shall be shown in the list.
C. Registration document and financial document of tenderer
● Commercial registration document of tenderer issued by Direção dos Serviços de Finanças (DSF) of Macau；
● Business tax document (M/8) of tenderer issued by Direção dos Serviços de Finanças (DSF) of Macau；
D. Resume and Job reference of tenderer
● Information of tenderer including organization chart and business category
● Professional certificate document of tenderer or other document which can show that the tendered has the profession to perform the work of Site Investigation, Ground Monitoring and Static Loading Test of Pile Foundation
● Job reference of tenderer
The job reference shall show the experience of tenderer on Site Investigation, Ground Monitoring and Static Loading Test of Pile Foundation work in Macau. The information (1) the project name, (2) project content, (3) client name, and(4) the date of start and finish of the project shall be shown in the job reference.
● Professional qualification of staff
The professional qualification of the core staff of tenderer such as the educational background and qualification, professional certificate, training certificate and work reference shall be submitted.
E. Contract document
For estimation on the market price of site investigation and geotechnical test and static loading test for pile foundation, tender or quotation or contract documents of minimum 3 independent projects that your company performed for other entities (excluding LECM`s project) before 2017/12/21 have to be provided. The following information shall be listed on these documents:
● Project name, client name, start date and completion date of the project for site investigation and geotechnical test and static loading test for pile foundation,
● Total quantity of boreholes and geotechnical test and static loading test for pile foundation of the project, total price of the project and the unit price for each item.
1.2 2nd stage quotation price review
Invitation letter will be sent to tenderers who have passed the 1st stage qualification review. Tenderers shall provide the unit price based on the unit price list attached with the invitation letter. Comparison between the unit price provided in 2nd stage quotation price review and the contract documents provided in 1st qualification review in order to evaluate the rationality between quotation price and market price is required in this stage.
1.3 Sub-contractor of LECM
Notification letter will be sent to tenderers who have passed both the 1st stage qualification review and 2nd stage quotation price review to announce to be the qualified sub-contractors of LECM.
2. Tendering period
From now on to 2017-December-21, the application form can be downloaded on www.lecm.org.mo or be acquired on the reception.
All the documents required in 1st stage qualification review shall be submitted to our reception center in G.F. lobby within the tendering period from 2017-December-21 to 2018-January-08. The tenderers who fail to submit the documents required in the 1st stage qualification review within the tendering period shall be deemed as waiving the tendering qualification.
